They revised the guideline / directive about 2-3 years ago for your information.

Even the LTO's website clearly shows that you cannot put a commemorative plate over your regular plate:

    http://www.lto.gov.ph/fines2.html

    18. Removing permanent plates to accommodate commemorative plates

So, who should I believe? The chief of the LTO and PNP who are claiming that you cannot put a commemorative plate over the regular plates or you?

Sa pagkakaalam ko, vanity plates is the official plate of the vehicle. Pag brand new lang ang vehicle puwedeng kunan ng vanity plate.

Di ko alam na mayroon expiration ang vanity plate. LTO issued ang mga vanity plates.

Who has jurisduiction over vehicles registration? Di ba LTO? So kung LTO, sila dapat ang masusunod. Not the PNP, not the MMDA, etc.

The PNP, MMDA and LGUs have the authority to implement the said directives.

Bro, kaya nga may ammendment. Administrative Order AHS-2008-013 specifically amends "superimposing commemorative plates over the regular plates. Instead the CP shall be installed in front of the vehicle either at the right or left side of the regular plate."

Check out the Philippine Star today specifically page 20. PNP Chief Razon personally led an operation in Roxas Blvd. to enforce the "No Plate No Travel Policy". A couple of vehicles with CP's were apprehended with the usual Photo Ops for Razon and Barias confiscating the plates. The article even goes on to say the CP's are banned by the government. Mga ogags nga!

Ive removed the CP from my cars because I do not have the patience and fortitude to argue with a traffic enforcer who has the IQ of a 5 year old. I also do not need the stress. I might reinstall my CPs during weekends pag walang masyadong mmda sa kalye.

Just got stopped by the MAPSA along Paseo (the group after the stoplight). Same story, ok naman kausap yung nanghuli, same story that this is 2500 offense but I can lower it to 500 (funny ganyan palagi rate nila). I was let go this time pero I think they're really bent on getting the ones with CPs. I just bought a CP yesterday, malas hehe...

Para iwas hassle tangalin ko muna. Pag lumabas na guidelines na mas maayos dun ko nalang balik. For now I'll just use it for something else (pamaypay pag nag ihaw hehe).

    Razon orders round-the-clock police checkpoints

    Aris R. Ilagan

Director General Avelino I. Razon Jr., chief of the Philippine National Police (PNP), ordered yesterday the conduct of more aggressive round-the-clock checkpoint operations nationwide to prevent the possible movement of criminal elements following the killings that occurred recently in Laguna.

Razon made inspection rounds in Manila to personally assess the checkpoints and police visibility operations being implemented by the Manila Police District (MPD) under Chief Supt. Roberto Rosales.

Rosales told Razon that checkpoints have been established in strategic locations around the capital, with mobile patrol and beat patrol units providing police visibility.

At a mobile checkpoint of the MPD along Roxas Boulevard, dozens of private vehicles without license plates and those sporting unauthorized commemorative and vanity plates were accosted yesterday.

The vehicles that were stopped included those sporting commemorative and vanity plates "PPSA," "PNPA," "PGH," "KALINGA," "PROSECUTOR," "COUNCILOR," and "UNIVERSITY OF THE PHILIPPINES" among others.

Razon clarified that although these plates were approved by the Land Transportation Office (LTO), the original LTO plates must remain visible at all times in the vehicles sporting them.

"These commemorative plates also serve a purpose, but car owners must be reminded that the original LTO plates must be displayed as well," Razon said.

Other vehicles with installed license plate covers were stopped and the drivers asked to remove the unauthorized devices before they were allowed to go.

MAPSAs along JP Rizal and MMDAs at the EDSA-Ortigas junction (below Ortigas fly over) always look at my plates but doesn't apprehend me, is it because my CP is personalized?

what I know is if you have a commemorative plate you still have to display the original plate...so I don't find any hassle if the authorities are flagging vehicles without the orig plate and only the commemorative plate displayed...hirap kasi if one bought a commemorative plate it's a pass for the UVRP (coding) which should not the case.

We are happy and proud to announce that we now have our very own UST Commemorative Car Plate. We have been working on this for several months now with the UST Administration and the Land Transportation Office (LTO).

Now that all permits and contracts have been signed and approved, the UST Commemorative Car Plates are now available for advance ordering.

The UST Commemorative Car Plate is for sale to all UST Alumni and Students, Employees and Friends. It is available in Standard Plate (a standard name is printed on the plate) and Personalized Plate (you may have your own name printed on the plate, but still subject to LTO’s and UST’s approval). Prices are as follows : Php 2,000 for Standard Plate and Php 2,500 for Personalized Plate.

These plates are valid all over the Philippines, and may also be sent overseas but only as souvenir items. Shipping cost would also vary, depending on the destination. Validity period of the car plate is one (1) year from date of approval by the LTO (exact date shall be confirmed within 2 weeks).

At this point, we are taking this survey to identify how many among those interested in ordering the car plates prefer the following standard plate names:

    1. THOMASIAN
    2. TOMASINO
    3. ENGINEER

Kindly send feedback to Ms. Parino at trx27ust*yahoo.com This e-mail address is being protected from spam bots, you need JavaScript enabled to view it

We shall post the car plate design only as soon as its production has been finished already, this is due to copyright issues. The car plates may be available by the end of May.

You may place your advance orders now, especially for personalized plates wherein the name approval shall be on a first come, first served basis.

Part of the proceeds shall be donated to the Quadricentennial Fund, for the celebration of UST’s 400 years of excellence in quality education, in the year 2011. Mabuhay ang Tomasino!

Proud to be Thomasian at 400!
