600% increase in NLEX fees. read on...

NLEX gears up for new toll-fees hike

    By LENIE LECTURA
    TODAY Reporter

The public should brace for a toll-rate adjustment, at least for those traversing the 82-km North Luzon Expressway (NLEX).

Transportation Undersecretary Arturo Valdez told reporters over the weekend that the government would be unable to do something to avoid a 600-percent increase in toll fees because the Toll Regulatory Board (TRB) has entered into a “special toll-operating agreement” with toll operators.

The agreement compelled TRB to guarantee the toll operator, in this case the Manila Tollways Corp. (MNTC), in adjusting the fees it collects from public- and private-utility vehicles traversing from Balintawak to Sta. Ines in exchange for the expenses incurred by the toll operator.

“The agreement was used by MNTC in securing loans to raise money for the construction of NLEX. The TRB is bound by that agreement,” Valdez said.

The new toll fees would be implemented once MNTC takes over the maintenance and operation of the North expressway in October. By then motorists would have to have to pay a minimum of P200 from the present P26 while larger vehicles, such as buses would have to pay P500, and P600 for trucks.

MNTC, according to Valdez, is having difficulty recouping from its daily expenses even if it derives its earning from at least three sources: toll fees, lease payments from oil firms and billboard advertisers.

In December last year the TRB approved a 29 percent, or .07 centavos for every km, increase in toll fees in South and North expressways. But the adjustment was only implemented in January 2002 because the “TRB suspended it until a public hearing was conducted, which ended in 2003,” TRB executive director Jaime Dumlao Jr. said.

After it approved the 29-percent increase, the TRB was considering another request from the Philippine National Construction Co. (PNCC) to implement another increase.

In a statement, PNCC president and chief executive officer Wilfredo Cu said the adjustment in the toll rates was necessary as the cost in maintaining the tollways and operational costs have increased.

“We appeal for the public’s understanding on this matter. As much as we would like to maintain the present rates, costs in almost all basic goods -- power, water and fuel -- have risen. This automatically translates to upsurge in the cost of toll- ways maintenance and operations. With the very low rates, the PNCC can hardly maintain its facilities and improve services,” Cu said.

Old news na sa akin ito...Ganyan naman talaga kapag may bagong gawa na daan..tataas ang toll fee...Mas mataas pa ang toll fee ng NLEX kaysa sa SLEX kung mangyayari yan...

hindi naman siguro tama na sabihin na pensionado sila, they invested billions to improve and make the NLT a worldclass tollway. palagay ko mababawi naman yang tollfee in a way through savings in fuel, less wear and tear sa mga suspension parts natin, shorter travel time, and most important of all, less accidents.

sabi ko na nga ba eh... pero gaya nga ng sabi ni boybi eh in the long run tayo din ang makikinabang.. basta ma maintain lang nila at wala nang traffic, ok na siguro yun.

I'd rather pay P200 than be stuck in traffic for 3 hrs. going to Clark.

I used to travel from Balintawak to Angeles City, and my experience doon sa bagong gawang kalsada ay very smooth ride.

It's true that in the long term, tayo rin ang makikinabang, dahil faster travel time, less trafic dahil wider and more lanes, less fuel consumption and lessen yung tear and wear sa tires and suspension.

Yun nga lang, ang bigat noong P200. Aray!!!

TYPO yata yung word na MINIMUM, dapat maximum ata yun...

kasi yung P26 is yung from balintawak to sta. ines...
