Mali yan. Walang connection sa basic education ang qualities ng
good driving skills kasi iba iba ang motor coordination ng mga tao.
Common sense lang puede na kaso hindi nga lang common.
Kahit hindi marunong magbasa puede, basta standard ang rules.
Hindi ba pag nasa ibang bansa ka hindi rin mabasa ang mga
letra doon but kung alam mo concepts ng road courtesy puede.
Tingnan mo lang sa daan dami balasubas mag drive, yon iba doon
mga manager ng mga tao.
Dapat yon mga paulit ulit na lumalabag i crush ang vehicle.
At revoke ang drivers license.

Education should only a plus point, but not a requirement
sana....
Or better yet, all public utility vehicle drivers must have a series of seminars and should pass the exams before issuing them at valid "Pro-drivers license" w/ a strict supervision upon under going a medical exam as well

i think it's not fair enough to require new drivers to be at least a high school graduate to get a new license. i believe that the only requirement that the lto should impose is the ability of the applicant to read and to write. anyway, it does not need the mind of a genius in order to understand the basic road signs which we have nowadays.
Be careful with channels like "China Observer" on YouTube. There is a clear bias in their posts and...
