4af tvsv problem?

it's been more than 20 years when i worked on these. the problem is the TVSV. find the attached diagrams:

I'am also having problem with my ae92 w/ 4af engine . Hard starting in the morning , had to choke the carb just to make it run and wait until the engine is relatively warm such that the idle speed remains at 800 rpm ..... if the problem is the same as the previous thread ( tvsv ) ... would anyone know how much is the said tvsv ? tnx
