Those numbers are for provincial driving - from Toyota Puerto Princesa to Astoria Palawan. 53km of provincial driving - medyo hataw yan if 54-59 kph average given the nature of local provincial roads.
Media journalists drove the cars at a more sedate pace and got much better numbers:

As stated above, those figures are for provincial driving. If you're comparing your city driving figures with that, then that's just like comparing apples to oranges.
