The six frigates will be sold to foreign militaries, while the four cruisers will be dismantled. Enterprise, the world’s first nuclear-powered aircraft carrier and the oldest active-duty warship in the fleet, will move to a shipyard March 15, 2013. There, it will await a date for decommissioning. Enterprise left on its final deployment Sunday.

Feb. 15: frigate Underwood.
Feb. 27: frigate Curts.
March 15: carrier Enterprise and frigate Carr.
March 22: frigate Klakring.

The Frigates in the list have a small possibility the PN can purchase them. A number of the Oliver Perry class ships are in "friendly" foreign hands, including Egypt and Pakistan. Weapons not included. THe Cruisers are definitely not going anywhere, cuz their Ticonderoga class AEGIS ships.

Problema lang sa Perry they were designed to keep up with the nuclear carriers so they only have gas-guzzling turbine engines. Walang diesel for patrols.

The Hamiltons have diesel engines for cruising and turbines for sprints. The PN is also looking at soon-to-be-retired European vessels with the same propulsion system.

Not to buy new but repair old/broken/ immobile assets, including the ONLY CG helicopter. I think they mean by "modernize" is a new coat of paint...But "modernize" sounds better for a press release than "repair".

Transportation and Communications Secretary Manuel Roxas II yesterday said the government would use the money from the Malampaya fund to repair and refurbish three vessels and a helicopter of the Coast Guard for search and rescue operations.

Yep the 1.5B is for repair. The Coast Guard has only 1 chopper flying. The other one is awaiting parts.

OTOH the budget is already set to buy quite a few more brand new SAR choppers. And there is talk that Japan will be transferring some of their Hamilton-age and -size cutters to the Coast Guard. More details during the SONA.

Buying navy ships is a long-term investment. It requires renewed effort on the part of the AFP and Philippine Navy to upgrade the capability of its personnel and modernize its equipment --- which means it should make Congress open the purse strings.

Right now, the PN is taking baby steps in building up its territorial defense capability. The high endurance cutters purchased from the USA as EDA serves 2 purposes or missions: training and patrol. It doesn't have the capability to interdict or repel intrusions by bigger, more modern navy vessels possessed by China and other claimants in the West Philippine Sea since most of the advanced sensors, radars and weapons of the Hamilton cutters were removed prior to its transfer to the Philippines. (which was also how the US avoids a diplomatic conflict with China).

Tama si Rear Admiral Alex Pama when he likened the acquisition of bigger/modern vessels as "buying a Mercedes when you are used to a bicycle". In effect, you need to have your men acquire the knowledge and skills for operating newer vessels as well as a new philosophy in how it will be used to defend our territory.

Just adding, last Friday, I saw the Phil Air Force conducting training flights in Lipa City. They were flying 4 Hueys and one other helicopter that I cant identify in formation. Could it be the Sokol? Far off in the distance a group of 9 to 10 planes were also flying in formation. No idea what kind of airplane except they were slow and looked ike it has a prop. Maybe Cessna T41?

Theye were basically formation flying for the better part of the 2 days. I 1st heard them Thursday but did not see as I was indoors. Heard them again Friday morning and finally saw them Friday afternoon.

The Department of National Defense intends to arm its recently-acquired warship, the Navy’s Hamilton-class cutter BRP Gregorio del Pilar, with antiship missiles, a DND official said Sunday.

The official, who requested anonymity because he was not authorized to speak on the matter, said the Gregorio del Pilar’s weapons system would be upgraded with Harpoon antiship missiles—described as a modern, all-weather, over-the-horizon defense system.

The Gregorio del Pilar,a decommissioned US Coast Guard cutter, was acquired last August as the Navy’s flagship vessel. Although “combat ready,” the US stripped the warship of its most sensitive armaments.

The Navy is getting another Hamilton-class cutter from the US, the Coast Guard cutter “Dallas,” and this would also be fitted with missiles here, the source said.

“These upgrades will make our Hamilton-class cutters more capable vessels. It will definitely satisfy our minimum deterrent capability as far as naval defense is concern,” the official said. Philip C. Tubeza
