back when "made in japan" was a proverbial joke,
there was this city in japan, named "usa".
thus can the manufacturers in that place, truthfully label their export products as "made in usa".

Yokohama is a true-blue Japanese tire brand but we also have a Yokohama manufacturing plant locally. I think that's where the good Dr. is referring to.

You might find Mastercraft, which is a Cooper sub-brand.
Goodyear owns Dunlop, etc.
