kung magpapaputol ka ng springs huwag masyadong sobra kahit isang round lang pwede na kung baga semi para may play pa din ang springs at saka hindi masyado matagtag

Even cutting one "round" isn't safe. The spring will no seat properly and can even come off it's perch which may damage the shock, tire, or whatever may get in it's way.

Actually lowering a car's suspension should be fine IF done properly. Unfortunately there are simply too many people who are willing to take the short cut for that "lowered look".

A properly lowered car should handle as well or even better than an unlowered car due to stiffer suspension and lowered CG.

Do it wrong by either cutting or heating the springs and you can find your car either hitting the bump stops or going "boing-boing-boing" over the smallest imperfection on the road. Not to mention, potential early failure of the shocks and suspension bushings.

This was a common practice in the mid to late nineties, for those with a limited a budget. You can tell which vehicle on the road had their spring "cut" by the way the vehicle's body is wobbling or bouncing around violently.
