Actually to be fair with them, may ginagawa naman ltfrb. I once called their hotline when a stupid bus driver cut everyone sa intersection ng quezon and west avenues. After a few weeks, nagpadala ng 2 summons ang ltfrb sa akin and the driver. Syempre hassle sumipot pati yung bus driver di sumipot. After a few months, they dropped my case but fined the bus company 5k for not attending a summon. Nasa contract pala nila that bus companies should attend summons.
Dun ko na- prove that ltfrb works. Not that efficient lang nga but i guess they try hard naman

de facto means, they already are, functioning like regular taxicabs.
even as they are not authorized to function like regular taxicabs.

if they want to function like regular taxicabs, the rules are already in place. they have but to abide by them. no need to hassle congress.

They're acting what they business model is supposed to do. but theyre nor functioning like regular taxis.

There's no existing regulations/law for them. How can they not be authorized?

Why should they follow the same regulations of regular taxis? LTFRB doesn't even how to categorized them so why bunch them together with the regular taxis.

Craft a law specific for them, tapos usapan until then at least for me they're not violating anything.

the original business model was clear enough.
somewhere along the way, someones thought that going full-time (a.k.a. style regular taxicab) would enable them to earn more money, without having to go thru the hassle of applying as taxicab.
and if one car earned X pesos, 5 cars earned 5X pesos!
so off to the showroom to buy several cars!
