I also watch HTGAWM and it's just a matter of the flip phone not being a smartphone, ergo not connected to the internet. Frank also often uses a burner (aka prepaid sim) so that makes him hard to track.

So ito yung tamang explanation. So mga basic phone like flip phone basta hindi makainternet.
