I used to frequent TipidPC because I made build recommendations for people and also assembled PCs on the side back in college. Here's a suggested build:

CPU: i3-8100 3.6 GHz quad-core (6k)
MB: Gigabyte B250M D3H (5k)
RAM: G.Skill Ripjaws 16GB DDR4 (10k)
GPU: Palit GTX 1050 (8k)
PSU: Seasonic S12II 620W 80+Bronze (3.4k)
SSD: Samsung 860 Evo 250 GB (5k)
HDD: WDC Blue 2TB (3.5k)
Case: Fractal Core 1000 USB 3.0 (2k)
Total: 43k

The i3-8100 is great value vs an i5 because it still has 4 real cores unlike older i3s. Just misses out on Turbo but that's okay because it has a high clock speed.

Yoy can also opt for a cheaper 1TB hard drive (2.3k) if you don't need the space.
