mobos today have all the peripherals built in: network interface, video card, some even have built-in wifi....not like the old days where you have to deal with ill-fitting PCI cards that don't quite line up properly with the casing.
The CPU fan installation is tricky though, you have to use force and be careful with the mobo at the same time.
Have you factored in the display/monitor in your budget? Unless you're going into gaming, modding, or just plain learning, i'd recommend a laptop so you can bring it anywhere(easier to steal too :D )

As a HTPC, not much is needed since the unit already has the required video and audio outputs. Only compotent lacking is a tv tuner but that requirement depend if you are displaying the HTPC's output on a TV or non-tuner video display system.
Other stuff, like a HTPC remote controller is connected via USB.
