AGENTS of the Philippine National Police Traffic Management Group are hunting down a Filipino-Chinese businessman and a son of a Manila police captain accused of fabricating a carnapping story to make a fraudulent insurance claim.
TMG director Chief Supt. Errol T. Pan said they were also investigating a number of "carnap me" cases in Metro Manila hatched by vehicle owners wanting to cheat car insurance companies.
He said they have uncovered at least two "carnap me" cases following a reported upsurge of cases of vehicles being stolen at gunpoint or while parked in different parts of Metro Manila.
"There has been a growing public perception that there is an upsurge of car theft incidents in Metro Manila but our investigation showed that some of these celebrated carnapping cases were in reality 'carnap me' cases," Pan said.
He cited the case of a 2006 model silver gray 2-door Mercedes Benz SLK worth P4.2 million which was reported stolen at gunpoint by unidentified men in front of the TIP University in Quiapo, Manila on March 29.
Pan said the driver of the Benz, Mark Filamberg Cheung Beran, claimed that four gunmen on board two motorcycles stole the vehicle from him on P. Casal Street in Quiapo.
Various television and radio stations reported the incident following a complaint from Beran, alleged son of a Senior Inspector assigned with the Manila Police District.
However, a TMG investigation showed that the registered owner of the Benz identified as Emilio A. Ong, of 127 Nati-vidad Lopez St. in Ermita, Manila, actually sold the luxury vehicle to a casino financier, Alma T. Gonzales, 12 hours before Beran claimed he was victimized by car thieves in Manila.
In a sworn statement before the National Capital Region Traffic Management Office under Senior Supt. Elmer T. Soria, Gonzales said that Ong sold the Benz to her for P1 million at 10 a.m. of March 29.
Gonzales presented to the TMG copies of the notarized Deed of Sale she and Ong signed as proof of their transaction.
The TMG will file a case of perjury against Ong and Beran for concocting the story.
"Actually, we're entertaining doubts that some scheming owners of high-end vehicles are concocting "carnap-me" cases just to claim insurance to the detriment of the insurance companies and the police who are always being scored for their failure to stop carnappings," Pan said.
