    Remember that the COA report only covered the periods 2007-2009 from a very specific sample---transactions made under the JLN Group of Companies, and with specific implementing agencies. When it was presented to the Blue Ribbon Committee, only 8 out of the 82 NGOs linked to JLN were presented, and the numbers were already over a billion pesos.

    The question is, how many Napoles-like agents are out there? Who are their lawmaker sponsors? How much money went through them? How many of them were pocketed vs. implemented? How much money was siphoned off?

    The way its looking, its no longer tongpats, its all ghost projects, fictitious, or dubious companies. Gross violations were committed because they transferred the funds to NGOs, and there were merely letters of endorsements by lawmakers to have them released by the implementing agencies. You wonder if even 1% of these were implemented, or how many of our lawmakers are even honest. Grrr!
