    it probably went like this:

    Tsang: I need to talk to President Benigno Aquino III

    Sumagot: may i know who's calling?

    Tsang: Donald Tsang

    Sumagot: who?

    Tsang: Donald Tsang, Hong Kong chief executive

    Sumagot: Sir, i'm sorry but i don't know who you are. If you want to talk to our president, you have to go thru protocol. Please contact foreign affairs.
