Yup, trying to pin the blame on the delawans. Im not condoning the act of DDB as it is pure crass to recycle stock images and pass it as creative mood board. However, it is a global company governed by ethics and strict rules the story is not adding up. I suspect someone from DOT was too excited and eager to gain media mileage that it prematurely shared the "mood video" which could have been a generic demo clip.
