DAVAO CITY - Maverick Mayor Rodrigo Duterte, who is leading the presidential race based on partial and unofficial count, is planning to overhaul the Constitution and will propose a shift to a parliamentary system of government, his spokesman said Tuesday.
"That will require a wide national consensus beginning with asking Congress to call for a constitutional convention," Peter Laviña told a media briefing.
"There will be major rewriting of our Constitution," he said.

A rolling ballot count by an election commission-accredited watchdog on Tuesday showed Duterte had almost 39 percent of votes cast. He was more than 5 million votes ahead of his nearest rival with 90 percent of votes counted. — Reuters

Does he even have the numbers to back that up in Congress since they stand to lose their seats? Remember in a parliamentary government, it's the MPs who elect the prime minister or head of state. Parang hindi tama coz now people won't be able to elect a head of state via popular vote anymore.

Looks like voters really remembered his inability or refusal to answer for his unexplained wealth.
