i agree... if you would check the ratio of motor vehicle accidents involving motorcycles as against the total motorcycles in the vehicle population, you would still account for lesser accident participation per class of motor vehicle (cars, jeeps, buses, etc.)

and who is dr. elmer santos anyway???

imho, just implement the hard and fast rules on licensing, hindi yung atras abante lang, at ikot sa scoot for both cars and motorcycles, e pasado ka na...

How about the other common opinion that "there are more UNDISCIPLINED drivers than disciplined ones in the Philippines". People here talk about how motorcyclists and bikers are bad and reckless and how they should be segregated to a single lane on the roads(which all the UNDISCIPLINED 4 wheeled drivers will occupy anyway), but seem to forget that there are way more 4 wheeled vehicles on this country's roads and the amount of reckless drivers they have far out number those that have discipline. People in this country don't really follow the rules anyway so it really doesn't matter what they drive.

Despite the lack of discipline, I usually encounter foreigners in awe with the way how the typical pinoy drive around but they are also in awe how low accident fatality rates in our country can get, I think even if 'kulang sa disiplina' ang pinoy driver, the typical pinoy driver has better senses at averting an accident due to diskarte, pero mas magiging OK siguro if 'diskarte' is going to be coupled with 'disiplina'...

actually I think kelangan every renewal ng drivers' licenses eh may re-evaluation ang drivers (riders as well) bago mabigyan ng renewal ang bagsak balik sa driving school, tapos yung evaluation dapat computer driven kahit objective type man lang na computerized (written exam) pag computerized kasi pwedeng i-shuffle ang mga choices, saka mga tanong kaya walang kopyahan, tapos the results will be direct-to-LTO, para sure na walang lagayan bagsak kung bagsak...
