    LTO may soon require all e-bikes to be registered

    According to LTO chief, Atty. Vigor Mendoza II, the agency may soon require registration on all e-bikes regardless of capability or type. LTO Administrative Order 2021-039 outlines the classification, registration, and operation of all electric motor vehicles.

    my classic example to myself,
    the e-trike leisurely (meaning, slowly!) being driven by the mag-ina, along the fast lane of taft avenue manila.
    ang haba na nang motor vehicles sa likuran nila...

    My take on it is that these e-trikes / e-quadbikes need to have their own category. These can typically carry more than 2 passengers (driver included) and are languidly slow. These should NOT be allowed on city roads and should only be for residential areas. They're too slow and yet they occupy a full lane.


    Electric kick-scooters (EKS), meanwhile, should not be allowed to exceed 60 kph on city roads and 30 kph on residential roads.


    As for e-bikes, there should be a distinction for pedal-assisted bikes vs e-bikes with a throttle (yung parang motor na).


    I would go with proper registration only if the classification system is fixed. The really superfast Dualtrons and Surrons should be taxed heavily (or ipasok sa TRAIN law) as these are more toys for rich people than alternate modes of transport. Those that are light and not as fast (e.g. Xiaomi scooters, folding e-bikes) should only need to worry about VAT since those who buy these really plan on utilizing these rides to commute to work.


    Proper classification first, registration and regulation next.

    Problem is without registration rules effectively do not apply to users of the low speed e-bikes.

    Yes they are supposed to be banned on main roads, but since the riders/drivers are not required to have a license no repercussions either, whereas someone riding a registration and license required vehicle can be cited for ignoring traffic signs, driving the wrong way on a one-way street, etc., plus the possibility of having their vehicle impounded.

    As they are now those e-bikes are just powered bicycles or pedicabs.

    there are already existing rules. etrikes and e-quads already require driver's licenses they just need to start enforcing that and you've already solved 99% of the problem
