Actually, even the Japanese ones can roll over if you do violent maneuvers.

ATVs really aren't built for road use... period. There are those that are built for road use, as well as the UTVs that can carry multiple passengers and have more power... but the LTO doesn't have the knowhow to classify them.

Should be pretty simple. Does the driver sit inside it or on top? Inside, classify it as a car... must meet all requirements of a car. On top, classify it as a motorcycle, and it must meet all requirements of a motorcycle. Tapos!
