Blame the almost utter lack of progress in LTO for classification, but most ATVs are definitely not designed for on-road use. Not enough braking, gearing not suited for on-road use (gears too short) and a soft and bouncy suspension built for off-roading, which can lead to rollovers in violent maneuvers.
