What I'm more baffled by is why birth certificate is required for every government application. If you already have a passport or sss id di ba proof na yun na at some point, some other government agency already verified your identity?

Same thoughts here bro,.. i just submitted my online DS-160 to US consolate, kakainis both parents pati si wifey have Ñ in their middle names.

just like the plastic driver's license. they still want to see the official receipt.
