It would. Remember that when the AC engages, your idle rpm goes up to compensate for the load given by the compressor. So yes, it contributes to fuel consumption. As to how much or how many (litres), I have no idea.
If its really (really) traffic, I would just turn off the engine and sit in peace. I mean, what else can you do except grin and bear it.
