It's the wrath of nature..we cant fight it..we just have to accept it..live with it..mitigate its effect on us

Theres too much water with the last typhoon..releasing water in anticipation of the typhoon won't change matter..that place where the typhoon dumped its water will still get flooded

Water seeks it's own level..water dumped in the Sierra mountain range will go down and settle to sea (eastern and western part of luzon). If the tides are high (climate change) it will make matters worst..it will take longer for water to recede into the coasts of luzon
