I thought it was normal to see 90F temperatures during summer in Japan. And that far north, daylight lasts longer. I recall first light up in Hokkaido being between 3:30 AM and 4 AM when I visited some years ago.
Anyway, if Tokyo hit + 100F, I'd bet the winds were from the west which are dry and coming from the mountains. Once the winds shift back east (from the ocean) Tokyo will cool back down.
Tokyo hit 41C today. That's not far off from us here. We hit 44C today. Ouch. Definitely hot. I had an umbrella for walking outside and a pair of white gloves when I first put my hands on the hot steering wheel.
At least, my two A119 dashcams still work as advertised. I leave them in the car 24/7.

That's what I mean. It was mainly during summer in northern Japan. And first light at 3:30 AM was an understatement. I based that on some light peering through the dark curtains and then I fell asleep again. In reality, it was already broad daylight by 4 AM. Coming from the mainland US, that was strange to me. ;)
Japanese summers are ridiculously muggy and hot. It lasts 4 months from early June to early October. Unlike in the Philippines where a rainshower cools the place down, that just makes it all the more humid and hot. When I was there, att the height of the typhoon I still had to turn on the AC, unlike here. Summers in the Philippines are more tolerable.
I stayed mostly at Hachinohe, Aomori Prefecture and at Hokkaido. Summer there was mild because of the frequent sea fog, kinda like the central California coast. But, the winters are harsh. I've never seen so much snow in my life.
I loved backpacking across northern Japan's rural area. The sea fog was always close.

Sapporo is nice in spring time. Nice laid back place with picturesque landscapes. Lake Toya was so calm and beautiful. Loved their butter and cheap(er) Yubari melons.

for all the infra projects going on, perhaps it's the drainage system and gatbagw collection they should be working on.
