MANILA, Philippines – State weather bureau PAGASA warned Metro Manila to prepare for monsoon rains from Tuesday to Friday, August 5 to August 8, as Typhoon Jose (Halong) enhances the southwest monsoon and affects parts of Luzon.
Metro Manila should expect the heaviest monsoon (habagat) rains from Wednesday to Thursday, August 6 to August 7, state weather forecaster Jori Loiz told Rappler.
Causing traffic jams, class suspensions, and even deaths, unprecedented monsoon rains in recent years have threatened Metro Manila – home to at least 12% of the Philippine population.

According to the agency's latest data, the water level in La Mesa Dam, which is located in Quezon City, has reached 79.50 meters, close to its spilling level of 80.15 meters.
Water from the La Mesa Dam flows to the Tullahan River that stretches through Quezon City and the cities of Malabon, Valenzuela and Caloocan in the northern part of the metro.

AFAIK only the portion at the corner of araneta & ma clara is submerged during flooding. Mazda Q ave/Toyota/Mitsubishi/Nissan only get submerged during very heavy rains (Ondoy 09 and habagat '10). Araneta corner q ave is higher but gets congested as cars going in the direction of del monte will either be parking there or U turning....
