I sincerely hope this is not true. If it is, there are 200+ Filipinos congressmen/women and not one person there is so bold enough or truthful enough to even shout it out and document this as part of their duty to let the public know.

As of now, it is heresay and should not be taken seriously.

So what is wrong talking to a Comelec official? It may seem inappropriate but her talking to a Comelec official is not against the law. She apologized for it being inappropriate but she did not apologize for cheating, which is what most people are thinking now. And definitely this is not grounds for impeachment.

I'm not pro-GMA. I just don't like the current situation that it is very easy to accuse a person, specially the president, by just going to the media and hurl a lot of verbal accusations of wrongdoing without enough evidence and not doing it in the proper forum. This is plainly trial by publicity and GMA is now definitely guilty for life.
