there is a similar principle which i believe is of wider application and was coined after a greek philosopher, parito, where he says that most proportions can be seen on a 80/20 ratio and obviously it was named the parito rule..

i read some time ago that the proportion of private to public on the road is about 80/20 while the number of people riding private & public vehicles is about 20/80 ratio.

also, a business formula was concocted based on this rule, that the top 20% of your clients contribute to about 80% of your bottom line figure whereas the remaining 80% of your clients contribute to about 20% income. though the top 20% clients is more profitable, they are deemed more sensitive or volatile while the remaining 80% clients are your stable source of income.

i believe the above quote of 70/30 was a spin-off from the centuries old parito rule and you will be amazed how much this principle (i.e. though not an exact science) affects your everyday lives..
