imho, those goods should be confiscated on the spot, and returned to their owners if possible. Pag di na matrace, surrender them as relief goods. Bahala na sila kung ikukulong nila o hinde.

Hindi na yan looting "out of desperation" kasi walang makain, masuot, etc. Agaw sunog na yan.

Isang linggo palang hindi mapapanood si Korina Sanchez sa TV Patrol. Balita ng source, bakasyon daw ang press release na pinalulutang.

Pero may duda silang pinagbakasyon ang misis ni Interior and Local Government Secretary Mar Roxas dahil sa epekto ng mga banat sa pagkontra ni Ms. Korina sa report ng American journalist na si Anderson Copper sa CNN. Maalalang nag-dialogue si Ms. Korina sa kanyang radio show na Rated Korina sa DZMM na mukhang hindi alam ni Cooper ang kanyang sinasabi na walang government presence sa hinagupit ng bagyong Yolanda. Ang kaso mo, hindi ‘yun pinalampas ni Cooper at sinagot sabay pag-replay sa kanyang report para patunayang wala siyang sinabi na ganun.

Hinamon pa nito si Korina na pumunta ng Tacloban para malaman ang totoong sitwasyon doon.

Kaya pinagdudahan si Ms. Korina na nag-react agad na hindi napapanood ang report ni Cooper.

Ayun nag-init ang mga tao at kinampihan si Cooper. Pumunta naman si Korina sa Ormoc, Leyte pero hindi na siya nakapag-report at kahapon may nagbulong ngang source na isang Linggo siyang mawawala sa ere.

Si Cooper naman ay pinasasalamatan pa ngayon ng mga Pinoy dahil kung hindi raw dahil sa kanya, hindi malalaman ng buong mundo ang katotohan sa mga winarak ng super bagyong Yolanda.

Ngayon lahat ng mayayamang bansa, kanya-kanyang padala ng tulong sa mga biktima na ang ilan ay nagtitiis pa rin sa gutom at hirap.

Now, Yolanda was long gone… but why you and other Malacañang buddies keep blaming Tacloban that the devastation was their fault? So where are the AIRCRAFTS, the PLANES and HELICOPTERS, and the SHIPS that you are bragging in your primetime speech last Nov. 7?

Relief goods hardly reach remote areas to this moment. Even foreign field reporters are disappointed for the slow response of the supposedly first aiders and relief operation personnels… so, could you just accept your failures and stop defending the government’s lousiness in preparations and relief operation? You are infuriating people around the globe…

The local officials who actually residing in the very place of disaster says almost 10,000 people were killed in Tacloban alone… but why you, who know nothing about the place nor the number of constituents has the nerve to tell CNN that the real death toll from the typhoon was only up to 2,500 believing that the higher estimate is only an "emotional drama"?

Footage taken at 6am on Friday 8 November as the storm hit Hernani in Eastern Samar. Plan staff member Nickson Gensis took this while sheltering on the 2nd floor of a house less than a few hundred metres from the sea.

"Six of us took refuge on the top floor of a boarding house. Five were praying and I was filming. The others called me to pray with them but I said that I needed to document this."

"Three of our group were male and we all wore trunks so that we could swim if we needed to. We were so scared. But I thought, 'If I die, so be it'. It was like a huge tsunami but the water receded quickly afterwards. We ventured downstairs and outside around noon. I took shots of the boarding house we had been in because I was so thankful thank it protected me. At 2pm I started work, travelling to assess the damage to villages supported by Plan. I realised as I was taking notes while talking to people that I was shaking."

Kapap telenovela wala mintis sa detalye, storm surge na at sinabing isa sa pinakamalakas na bagyo hindi pa din initindi nang karamihan. Tawanan ka pa.

Evacuation saves whole island from Typhoon Haiyan

The tiny island of Tulang Diyot, which lies just off the island of San Francisco.


GENEVA, 15 November 2013 – The prompt evacuation of 1,000 people from a tiny island that had all 500 houses destroyed by Typhoon Haiyan saved the entire population according to a local leader who has been a long-time champion for disaster risk reduction.

The former Mayor of San Francisco, Cebu Province, Alfredo Arquillano, said years of work to strengthen community preparedness and reduce disaster risk prevented a catastrophe for the residents of Tulang Diyot. San Francisco is officially recognized as a role model by the UN Office for Disaster Risk Reduction (UNISDR) in a highly hazard-prone part of the world.

“The day before, when it was clear how bad the typhoon would be, we decided to evacuate all 1,000 people. Because we’ve done so much work on disaster risk everyone fully understood the need to move to safety,” Mr. Arquillano said. He is still referred to locally as Mayor Al.

“My goodness, it was a good decision; it’s fair to say it saved everyone’s life. There is not one house left standing on the island, everything was wiped out.

“It just shows that preparedness pays. We have been working for years on early warnings, evacuations. The awareness level of the community was so high that it went well. We have worked hard to localize the international agreement on disaster risk reduction, the Hyogo Framework for Acton.”

Tulang Diyot is about 1.5km long and 500 metres across at its widest and lies about 1km off San Francisco island, part of the Camotes Islands which are sandwiched between the larger neighbouring islands of Leyte to the east and Cebu to the west.

Mr. Arquillano who is a Champion of the UN Office for Disaster Risk Reduction’s Making Cities Resilient Campaign, said it was important now to work towards reducing future disaster risk.

“We’re already talking with the islanders that they should relocate to the main island (of San Francisco). They shouldn’t go back. While most people understand the risk because Tulang Diyot is so low-lying it is very hard for them not to return as this is their home.

“It will be a challenge to try to relocate them somewhere safe and where they can rebuild their livelihoods as fishermen or farmers.”

Under his leadership San Francisco won the UN’s Sasakawa Award for Disaster Risk Reduction in 2011 for its community work based on what is known as the ‘Purok system’, an indigenous method of self organization within villages.

As part of the ‘Capital Build Up’ programme, the community deposits agreed amounts as initial capital for post-disaster assistance.
