Actually that is to contain the nuclear fallout from the said test.

North Korea doesn't have vast open spaces for ground nuclear testing (unlike China, Russia & USA who has openly tested nuclear weapons above ground before).

Their test mainly is to prove that they can build even a crude nuclear weapon. Weponizing (making it compact & light to be ridden on top of an ICBM) is another thing though. It took decades for the USA, China & Russia to perfect this. During the first part of the cold war - the doomsday scenario was to load those old heavy nuke weapons on B-52 bombers against the enemy.
