    He was referring to the author's stay in the Philippines. The first line of the 1999 article says he's been in the Philippines for 6 years.

    2006 - 1999 + 6 = 13 seems to be just right

    It's an old article but still funny reading it again. The article is quite complimentary. Contrary to what we would like to believe, most Westerners view of the Phils. is not that nice, owing to the negative exposure we get from the media. So it is actually refreshing to read articles that are actually positive about the Phils. especially if its written by foreigners.
