This seems to be a driver's worst nightmare. It's one of the reasons I pray before moving the car. This is the ONLY situation when I stop and shout at careless pedestrians who don't seem to give a hoot -- perhaps they don't know that even if 'haging' lang, puwede pa din sila ma-dedbol like what I saw once that happened to an impatient car me going in the opposite direction who overtaked and swiped a crossing pedestrian hidden by the car he was overtaking (sa rear-view ko lang nakita) in slow-moving traffic. Parang side mirror lang yung tumama pero the guy spun in the air like a majorette's baton and landed on his head.
Bailable naman ang makasagasa, if ever. Gastos will even be helped by insurance (which I think is why most people settle) eh yung sa victim tagal na ng kaso, magastos pa dahil tutulugan ng maraming piscal yan pag walang supporta. Pero siyempre trauma pa din kung law-abiding citizen ka. The moral of the story is: para sa pedestrians, mag-ingat sa pagtawid; sa law-abiding driver naman, isaulo ang evasive maneuvers, maging situationally aware, at magdasal bago umalis!
AFAIK, cops everywhere (dati even in the US) hardly ever apprehend blue plates (specially for non-moving violations). Technically though, it's only the diplomat who's immune from prosecution. Kung pinoy yung driver dapat liable pa din. Cops hardly ever check though. Grrr! Dami pa namang non-diplomat bastos driver niyang mga blue plate. That's as far as I know.
