this is not a bad program imo, if it is combined with a good family planning awareness program. i thought one of the biggest problems of the philippines was irresponsible parenthood and overpopulation? not to mention the STD/AIDS breakouts that a good program would help avoid. :confused:

what i see is to disseminate information regarding proper family planning.

syempre, laking pera ang 1-B petot! dapat maliit lang ang talagang gastusin sa condoms para malaki ang mapunta sa "commissions" na paghahati-hatian... and where would you get cheap items... China na naman...
kaya yung condoms, baka may formalin or lead! what wud happen to Totoy?
di kaya kasama 'to sa mga sinubukang products ni abalos when he went back and forth sa china? test nya quality ng cheap condoms?

budget appropriation pa lang naman. hindi naman lahat yun gagamitin sa pambili ng condom. it covers different population control methods. dapat papasok ito sa budget ng DOH.
it's the use of the fund that's prone to kickbacks.
