    another source of "income" para sa mga congressman! talagang puro pagkakakitaan ang nasa isip !

    Syempre, may cut yung 1-B budget, then para makamura, bibilhin yung condom sa China and either laced with formalin or may butas!

    [/SIZE][SIZE=2]The House of Representatives will allot P1 billion in next year’s national budget for the purchase of condoms, birth control pills and other “reproductive health products” to control population growth, Albay Rep. Edcel Lagman said yesterday.

    Lagman, who is appropriations committee chairman, said the government has to finally confront the burgeoning population problem by allocating funds for “population management.”

    “We cannot separate population growth from economic expansion and human development,” he said.

    He lamented that the Arroyo administration has failed to tackle the population problem “because President Arroyo is afraid of the (Catholic) bishops and partly because of her religious beliefs.”

    Lagman revealed the P1-billion fund he intends to appropriate for population control at the start of the plenary discussions on the proposed P1.227-trillion 2008 national budget.

    He said there is only a “small amount” of P30 million in the budget of the Department of Health for population management-related projects.

    In sponsoring the proposed 2008 spending program, Lagman said the “reality of limited resources is compounded by the numerous demands of an exploding population which is projected to escalate to 90,457,200 next year and the crippling constraints of an enormous debt service.”

    He said the House would be making a “political statement” by setting aside funds for the first time for “reproductive health, responsible parenthood and population development.”

    im not sure ginagawa na ito sa ngayon...

    1. sa mga hotels at motels,.. dapat may ordinansa na lahat ng rooms may free condom na agad 2 or 3 will do... kasama na dapat yun sa extra service ng mga hotels

    2. mas maging accessible sana pagbili ng condom... usually kasi sa mga drugstore at convenience store ito available eh... the condom distributors should start supplying the sari-sari store lalo na sa mga matataong lugar like squatters area etc... nang sa ganun maging normal na lang sa isang tao ang pagbili ng condom...

    3. sa mga baranggay health centers dapat kitang kita duon na may free condoms sila for the for the public

    4. sa mga kukuha ng marriage contract or permit sa city or townhall... dapat may libreng gift pack of condoms.. dahil kahit magpapakasal pa lang sila.. atleast mas magiging aware sila gumami ng condom lalo na kung di pa sila masyado ready magkababy

    5. idistribute ang condom sa mga schools... kahit sa highschool... the condom companies should sponsor events like concerts sa mga ganitong lugar.. dahil isa ang mga kabataan na very active sa ***... di na mapagkakaila ito...

    ang problema lang talaga, there are groups na tumututol sa paggamit ng condom...

    all we need is awareness... ang mga magsing-irog pag inabot ng init ng katawan... di na halos mapipigilan ang sarili...kung malayo sa bahay or lugar nila ang bilihan ng condom... tatamarin na sila...

    i believe sa mga big multi-national companies, available ang condoms sa clinic... in the previous company i worked with, condoms are available although you have to sign in the log book everytime you get rubbers.

    So from who does the government buy the condoms from? ... Trust? P1B? .. wow!

    hirap lang pag naka-log, mabibisto yung mahilig..

    much better siguro if they divert the budget to more important matters like building more classrooms..

    Agree.

    Dapat unahin muna nila yung mga additional classrooms, books at classroom facilities ng mga public schools kaysa sa condoms. P1B, maraming classrooms ang magagawa nyan.

    Hanggang ngayon, marami pa ring nagka-klase sa mga ilalim ng puno. Kung hindi man, tumutulo yung mga rooms kung naulan.

    Kung anu-ano iniisip ng ating mga mambabatas.
