It is not true that Ferrari or other ultra expensive or exotic cars are not allowed to travel slow or run at lower speed. For what, overheating? It was the owner's/driver's plan to drive the Ferrari at high speed through out the highway length free of being caught over speeding. A lame excuse other misinformed individual will buy. I could not believe that the tollway's staff much so their enforcer would buy that.
I understand only Formula 1 cars and other high revving race cars should not run slow or stay at standstill over long period of time because the cooling effect and volume of the incoming air from outside towards the car's inlet going to its radiators will not be enough. High revving race cars are highly dependent on outside air for engine cooling despite their built-in radiator. Thus, race cars like Formula 1 cars should be kept at least 150kph and above under a safety car. Even at standstill, within minutes while waiting in the grid before the race starts Formula 1 car's high revving/high powered engines generate so much heat that there is a danger of overheating. This is so because Formula 1 and other race cars are designed with smaller radiators just enough to fit in to the small am low profile structure of said cars. As you will notice when an F1 car is pushed into its race garage, race staff are quick to put in cooling blowers on the car's radiator inlet on both the car's side body as well as on the F1's break ducts to keep the engine as well as break rotor cool.
Nonetheless, it is only during extreme bumper to bumper traffic or prolonged standstill that any car especially under extreme sunny heat during the day that there is that risk of overheating especially when car radiators are not fully maintained, thus, not in good condition.

F1 engines have to be kept at high revs even when the cars are standing still (pitstop) coz the engines will die if revs fall below 4000 rpm
actually 4000 rpm is too low. revs have to be kept higher than that (around 7K) during pitstops to keep the hydraulics functioning so the clutch would engage
and also they have to keep the revs high coz F1 flywheel and clutch assemblies are so light (very easy to rev high) that revs fall very easily
when engaging 1st gear, revs have to be kept high so the engine won't die
