Well I don't consider it an "art", but it could help traffic if implemented properly and safely by the authorities. In most areas the traffic flow is heavy only in one direction in the morning and the other direction in the afternoon. Allocating one lane in from the side with lighter traffic helps. In some cities around the world they use zipper lanes. They even have trucks that can quickly transfer those cement barriers to the other side that has lighter traffic. With MMDA's huge budget I think this is something worth considering in some areas.
Counterflowing without the blessing of the authorities should merit a ticket. Since practically no one is doing it I'm guessing the LGU's don't have the balls to spend political capital on discipline. There is only so much the private individual can do without getting some form of reprisal from these neanderthals.
This goes deeper than just traffic. You can experience people cutting in line while waiting for the elevator, in fast food queues, etc. Since most people are afraid of confontation it's become an accepted reality that people can cut into lines without getting into trouble. This is where the admin of the building/business should come in. If nobody permits this kind of behavior it will become obsolete and finally, decent, disciplined, good behavior will become the norm.
