    on another note, you do not really expect a sub to stay for a month. it's suppose to stay under water undetected for months and not go for R&R on the surface for a weekend. UNLESS IT NEEDS TO BE SEEN FOR A REASON. i happen to work with 2 former US Navy submariners here and they say that it ("R&R" on a foreign port that is not a US base) is unusual at best. they said that when they were in the navy when their sub left their home port and went on patrol for months it will go back to the home port and nowhere else unless the sub is being rotated out to another port (which becomes its new home port.)

    saka ano ba naman, ni kahit sino nga sa'tin dito sa mga tiga-Maynila hindi makapag-R&R sa Subic eh, as in ano ba pwede gawin dun besides Zoobic Adventure and visiting those outdated Adidas and Nike Outlets. parang patay din naman red light district sa Olongapo, kunsabagay ang dami dun sa Angeles pa din, eh mag ScTex lang siguro yan mga sailors

    pero wow naman, ang tense na nga dito sa area natin, tapos ang gagawin ng mga US Sailors maghahanap ng mga hipon sa Angeles tapos iiwan nila naka-dock eh Nuclear sub pa. parang very unlikely, kung mag R&R sila dun sila syempre sa walang tension na area

    US submarines regularly visits Subic for R&R...

    A United States attack submarine, the USS North Carolina, docked at Subic Bay on Sunday, the US Pacific Command (Pacom) said in a report.

    According to Pacom, the Virginia class fast attack submarine’s Philippine visit was part of the vessel’s Western Pacific deployment.

    In a text message on Tuesday, Foreign Affairs spokesperson confirmed the sub’s Philippine presence. “USS North Carolina… [is] in Subic Bay, on routine ship replenishment.”

    Hernandez noted the submarine will be in the Philippines until May 19.

    Master chief Jon Consford said the visit constitutes “rest and relaxation.”

    “Everyone is looking forward to some good liberty, rest and relaxation during our port visit here in Subic Bay… The crew has worked hard and developed tremendously as a team over the last five and a half months,” he said in the same Pacom report.


    A regular visit

    Meanwhile, the country’s defense agency seemed clueless the USS North Carolina.

    “Wala pang official report. I have no knowledge of it,” Department of National Defense spokesperson Peter Paul Ruben Galvez told GMA News Online over the phone.

    If a submarine visited in the country, it should be perceived as regular, he said.

    “I have no information kung ano ‘yung nature ng visit kung meron man. Pero regarding that, may regular visits naman talaga,” said Galvez.

    Amid brewing tensions between Beijing and Manila over Panatag Shoal, the Communist Party of the Philippines (CPP)
    said in a statement on Sunday that US military presence escalates the tension between the two Asian countries.

    “It is US military buildup… in the Asia-Pacific that is pushing China to further aggressiveness, resulting in worsening territorial conflicts and stoking diplomatic tensions between China and the Philippines,” the statement read.

    Though the group backed the assertion of Philippine sovereignty over Panatag Shoal, it noted that the country should not lean on the US for military aid.

    "In the past, the conflicts in the South China Sea have never been a source of great tension between the Philippines and China,” they said.

    “Without the presence and interference of the US, claimant countries, including China, have been able to work together with each other with the aim of resolving the conflicts through diplomacy and negotiations,” CPP claimed.

    A new complaint from China about bugs in Philippine fruit exports has puzzled Philippine agriculture officials, who said there had been no similar complaint from other countries importing same products.

    Bureau of Plant Industry Director Clarito Barron said the latest complaint involving mealybugs in Philippine papayas and pineapples came on May 2.

    “'Yan ang nakakapagtaka. 'Yan ay isang fact, bakit ang ating prutas, na dumadaan sa masusing quality control pagdating sa Japan at Korea, ay walang problema. Ang China may problema," Barron said in an interview on dzBB radio.

    He stressed Philippine companies that export fruits to countries including China have followed quality control measures and undergo a strict inspection system.

    But when asked if the latest complaint by China was related to the month-old standoff between the Philippines and China at the Panatag (Scarborough) Shoal, he declined to comment.

    Also, he noted China’s earlier complaint about bugs in Philippine banana exports came in March, one month before the standoff started.

    “Our bureau is a technical bureau. We will address the problem from the technical side. We will answer China’s claims questioning our quarantine protocol,” he said in Wednesday’s interview.

    But he said they will still request China to allow a Philippine team to go there and meet with the Chinese officials concerned so they can find a solution to the problem.

    Barron said the latest row with China involved the alleged presence of mealybugs in Philippine papaya and pineapple exports.

    He said the supposed presence of mealybugs prompted Chinese authorities to subject the Philippine fruit exports to 100-percent inspection.

    “Kada isang 40-foot container van bubulatlatin lahat na prutas, magko-collect ng samples para tingnan kung may peste. 'Pag may makita, totally 'di nila tatanggapin. 'Yan ang ginagawa nila. Sa pagsasagawa nito, time element nakataya rito, tatagal," he said.

    China as export market

    Meanwhile, Barron admitted it may not be easy to replace China as an export market for Philippine fruits, saying cutting off exports to China now may affect as many as 200,000 workers.

    He said these 200,000 workers may include 150,000 farmers and workers in the banana industry and 50,000 in the pineapple industry.

    Barron said the Philippines exports 300,000 metric tons of bananas worth $60 million; 22,000 metric tons of pineapples worth $13 million; and 309 metric tons of papaya worth $300,000 a year to China.

    “(Ang) pineapple at saging napakalaki niyan. Ang farmers umaasa sakaling isara natin ang banana export sa China? 150,000 workers mawawalan ng trabaho... Ang pineapple, 50,000 farmers maapektuhan," he said.

    "Pero siyempre hahanapan natin ng ibang merkado ang prutas na 'yan," he added.

    He said the alternative markets where Philippine fruits are popular include Saudi Arabia, Middle East, Oman and Qatar.

    Also, he said Philippine fruits can be sent to Europe, Italy, France and United Kingdom.

    China’s stand-off with the Philippines over disputed islands in the South China Sea puts Manila in a difficult spot. While the Philippines has the support of U.S. military muscle, China is its number-three importer, and it needs China to help fund new mines and fill new casinos. Whoever gets to tap the oil and gas beneath the South China Sea, China would be the biggest buyer. That argues for a peaceful, face-saving solution.

    What’s at stake is an atoll called Scarborough Shoal, roughly 200 kilometres from the Philippines and four times as far away from China. China has 13th century records it says establish its claim to the shoal, the entire South China Sea, its fish, and the 2 quadrillion cubic meters of natural gas it estimates lie beneath it – 30 percent of proved global reserves. Its trawlers already have free roam, and the sea’s claimants have agreed to exploit its hydrocarbons jointly. So China already has what it wants in function if not in form.

    Manila has taken advantage of Washington’s recent tilt toward East Asia to reaffirm military ties. That buys it insurance and can mollify local nationalists. But Beijing is unlikely to react well to any real sabre-rattling: with its Politburo in transition, leaders can’t afford to seem weak on sovereignty. China hasn’t yet overplayed its hand, but that doesn’t mean it won’t.

    Economic threats can be equally potent. China is already discouraging tours to the Philippines and threatening trade and investment. China’s $790 million in direct investment into the Philippines in 2011 was tiny, but stands to grow as Manila tries to double mining exports by 2016. China’s $6.1 billion in imports make it the Philippines’ third-largest export destination. And developers are building four casinos in Manila to lure Chinese gamblers.

    Even if the Philippines managed to shoo China from Scarborough’s undersea riches, it would ultimately have to negotiate with China to buy them. Manila thus needs a way to defend its claim without demanding China abandon its own. As the Middle Kingdom expands, its economic heft will inevitably chafe its neighbours. Its challenge will be to create as little offence as possible; for neighbours it will be to avoid taking any.

    MANILA, Philippines - The umbrella group Bagong Alyansang Makabayan on Wednesday criticized the entry of a United States nuclear-powered attack submarine in the former Subic Naval Base in Zambales.

    “It’s as if US military bases are back in Subic. Virtual basing and hosting of US warships are being justified by the Visiting Forces Agreement and the Mutual Logistics Support Agreement. Philippine ports like Subic are again providing logistics support for US ships," Bayan secretary general Renato M. Reyes, Jr. said in a statement.

    Reyes said the Philippines is now de facto hosting US warships presumably armed with nuclear and other weapons of mass destruction.

    He added that the entry of the nuclear submarine may be in contravention of the Philippine constitutional ban on nuclear weapons.

    "The problem is that under the VFA, the US neither confirms nor denies that its ships carry nuclear weapons. However, the presumption is that they do, especially the more advanced ships,” Reyes said.

    Bayan also noted that the entry of the high-tech US submarine may have negative repercussions in the Philippine’s dispute with China, saying perceived US involvement may further escalate tensions.

    “The port calls made by US warships is part of a greater strategy to project US military power in the region. It is directed at all countries in the region, but most especially China, in order to keep China subservient to US dictates,” Reyes said.

    Bayan also expressed concerns that the Philippines continues to play host for rest and recreation activities of US troops saying this creates a host of social and legal issues.

    “Aside from the historical fact that so-called rest and recreation activities for US troops breed prostitution, there is also the unresolved provision in the VFA which places erring US troops under the custody of the US government, even if convicted by a lower court,” Reyes said.

    “In the event that another Filipina is raped, like what happened in Subic not so long ago, the Philippine government will again be at a serious disadvantage. Our sovereignty will again be compromised,” he added. With Agence France-Presse

    MANILA, Philippines - President Benigno Aquino III on Wednesday said the country is poised to buy a brand-new fighter jet - the first for the Armed Forces of the Philippines in seven years.

    Aquino said the fighter jet, which he said would be a lead-in trainer fighter at the minimum, will not be bought from the United States, the usual source of Philippine military assets.

    "We do not have any fighter jets right now – zero. We only have two trainer jets. But it seems we now have the capability to buy brand new. There is what we call a lead-in jet trainer and its airframe can be converted into a fighter jet," the President said.

    "Based on the study done by the AFP, it will be more economical for us to buy a brand-new jet. If we buy a cheaper but second-hand jet, it will have a lifespan of two years. A brand-new jet will cost slightly higher but will last for 20 years," Aquino added.

    The AFP decommissioned its last F-5A/B Freedom Fighter jets in 2005.

    Air Force spokesman Col. Miguel Okol said the new fighter jets should be supersonic, have multifunction displays and be equipped with On Board Oxygen Generation System.

    Okol said the major manufacturers of fighter jets include the United Kingdom, France, Italy and Russia.
