    Of all things that my longtime crush had to ask me to do, scuba diving pa! I hate the beach and I might be mistaken for a whale pa. Tapos mainis na naman siya that I always have an excuse Tapos di na naman ako kakausapin

    It is futile to have a discussion with an executive department of the Philippine government who is responsible for promoting equity among its other responsibilities, when it is general knowledge that a lone institution which should be under its jurisdiction is "above the law", mainly because that lone institution has a different affiliation, and implying they cannot lift a finger on it. Too much bureaucracy in our government!...

    Worse,- they would neither confirm nor deny such claim.... Even the lawyer who accompanied them in our interaction could only smile when we demanded for a direct answer. Instead, replying that the institution is "presumably following the law" or the "willingness to adopt to the scheme (which is the law)". As we were telling them,- these are just rhetorical, and not a confirmation of the institution's adherence to the law.

    (I've earlier seen this ignominious relationship in another two executive departments of our government - in a separate expertise, performing the same functions and it is not something to be proud of)

    Anyway,- it looks like we will need to sidestep them and go straight to another government branch to pursue our case. Or, probably seek the help of a political power, who I am not comfortable with....

    bro, i'd been in government for more than two decades in various agencies and in different capacities. you're too cryptic ☺ i can't figure out which bureau or agency in the executive department you are dealing with. but I'm almost sure who's that political figure you referred to that your group would backchannel. (was he impeached before? was he a former president? is he a mayor now? 😃 ) anyway, you mentioned "equity" I surmised you read that in their mission/vision statement as you got inside their office.
