So if they close the NLEX 15 mins prior to the convoy leaving Clark then another 5 minutes after, that's already 20 minutes. Assuming a distance of NLEX to be 80kms from Clark to Balintawak, if the convoys run at 120kph that's a 45 minute drive more or less. So that means for each convoy, you have a shut down of an hour and five minutes at the least.

Can't they just chopper each state leader from Clark to Manila?
