I think it is a crime. I recall back in college my classmate was doing some hanky panky in the van with his BF somewhere in Ortigas when they were caught by the police. The BF had to bribe the police to let them go.
BTT: That couple just had to do it on a mall parking lot on a Saturday when it most crowded If they wanted the thrill of doing it in a car they could have at least looked for a building with not much cars and no roving guards. There are streets in Makati CBD that are semi deserted on weekends although there are guards who go around and would flash cars that are idling at night.
