Try to claim it from the Mall's insurance carrier. Sa pagka-alam ko, covered yan. Also, don't let them off the hook that quickly.

Have a lawyer friend of yours send them a letter asking them to pay for damages caused to your vehicle. Wala yang conditions sa parking ticket na yan. In the first place, you didn't consent to those conditions. You were just given the ticket as evidence of your car being parked in their lot.

take legal action. the thing in the reciept is not a signed contract. they'll try to use their lawyer to scare you but most likely its just lies. Hire a legal counsel and make them realize that its gonna cost them more than just to compensate you the amount that you demand.

Thanks for the paint job info. Kaya umabot ng ganun na estimate kasi sa casa ako nagpa estimate. Ang hirap rin kasi sa mga ganung mga scratches dapat whole body na daw ang pag repaint di pwede daw na one side lang kasi magiging uneven yung depth ng color. Maski yung roof isasama daw nila.
