Gov’t to impose unified truck ban in metropolis
03/03/2007
The government will soon impose a unified truck ban in all cities and towns of Metro Manila to facilitate the sweep movement of cargo trucks carrying materials for import and export.
The mayors and representatives from the 17 local government units (LGUs) of Metro Manila met with Metropolitan Manila Development Authority (MMDA) Chairman Bayani Fernando last Wednesday to iron out the varying schedules of truck ban which have reportedly resulted in high logistics costs for manufacturers.
During the meeting, it was agreed the LGUs will adopt a uniform truck ban hours from 6 a.m. to 9 a.m. and from 5 p.m. to 9 p.m. daily, except Saturdays, Sundays and holidays.
Fernando acted on the problem of the truckers following a memorandum issued by Department of Trade and Industry (DTI) Secretary Peter Favila taking note of the concern that there has been a slow turnout or movement of export cargo due to the varying truck ban hours being implemented by cities and municipalities on alternate truck routes.
Favila noted the erratic truck ban has restricted the overland operations of the export industry, causing delay and ultimately high cost to export.
“The key points along the alternate truck routes have been disrupted for about six hours in a day which hinder the logistics requirement for export,” Favila said.
The MMDA chief said the agency is now finalizing the draft of the amendments to the truck ban for the passage of a regulation.
Fernando added the MMDA will launch an intensified information campaign to inform the public and the trucking industry of the adoption of the unified truck ban hours in newspapers and other media outlets, posting of truck ban posters in strategic areas and a map covering the truck ban ordinance included.
President Arroyo issued last year Administrative Order 155 clothing the DTI secretary as “export enforcer” with the power to take appropriate measures to address export concerns, one of which is the high logistics costs relating to the truck ban issue. Ben Gines Jr.
