    Kung ang impounding area nila ay sa C. Palanca, Quiapo, malamang yan ung Kyle & "something" (forget the name pero k din ang start) towing service. Private towing service yan na hired yata ng city of manila. Kaya ang mga pulis ay off-hand dyan. Makukuha sa konting pakiusapan pero may bayad pa din.

    Ung sa akin nasa parking lot na mismo (binondo) pero nakalabas lang ung isang side ng gulong ko eh ni wrecker din ng mga hinayupak na yan eh. Ang complaint sa akin eh "parking on top of the gutter", eh anak ng teteng wala naman gutter doon sa parking lot !!!!!.

    Umuusok din ang ilong ko sa galit when i reached the towing compound. Bago ako pumasok sa opis nila ay nagtanong tanong muna ako sa mga nauna ng nagbayad....1500 ang fee. Sinabihan ako ng mga nakatambay doon na hindi pulis ang nagpapatakbo ng towing service doon, kundi private na accredited ng city of manila. sabi nya makiusap daw ako sa pulis na ilapit ung case ko... in short from 1500 ay 1000 na lang ang binayaran ko.

    wala talaga tayong laban kapag nagtaas din tayo ng boses, lalo nilang pahihirapan tayo. Unless na may kakilala kayong malaks sa city of manila.

    pero sana ay may makapag complain o may makabasa ng thread na ito na taga city hall ng manila , para malaman nila kung gaano kaabusado ang towing service na ito.

    eto ang mga peste sa daan.

    Sa pagkaka alam ko hindi MMDA ang nag to-tow ng mga sasakyan dito sa USTE, halos araw-araw ko rin nakikita ang mga ganito dito sa P. Noval tuwing lumalabas ako at nag me-merienda at minsan tinanong ko dun sa driver ng wrecker at sabi ang office of the mayor ang nag authorize sa kanila. m Ang hirap sa mga iyan pati mga iskinita hindi nila pinapatawad pati yung kalye ng "almer's" Alfredo st. ata ito minsan may nakaparada rito sa corner nito at dapitan pati iyon tinira gayong hindi na ito major street like dapitan or P. noval... Mag iiwan lang ang mga iyan ng notice sa kalye at papatungan ng bato.

    dats me...hindi major street ang pinarkan ko ng corner...its the street before the street na malapit sa UST gate at P.Noval...ndi man lang ba maghihintay before itow? at least pwde pang pakiusapan kung malabo naman yung violation? dapat talaga makaabot ito sa mga city hall of manila!!!

    it is a private company. hindi siya goverment owned. kaya mejo mabigat talaga kung magsampa man ng kaso.they are just authorized by the MMDA / City hall to tow but not to ticket kasi hindi daw deputized by the PNP or MMDA.

    noteworthy... no offense but...

    i think that there is really a ordinance that you cannot park within 6m of an intersection. common sense would also tell you that parking near a corner obstructs those that are turning / passing, especially that you parked in a heavy traffic area.

    Note...I sympathize with your experience. Fortunately, I haven't had any towing experiences pa naman here sa Manila. Anyway, guys, I have a few questions regarding the towing process:

    1. Kung front-wheel drive ang kotse mo and kahit naka engage ang hand-brake, what do they do? Do they go underneath the car and disengage it, tapos raise the front and tow away? Or do they just lift the front and tow kahit naka handbrake? If so, sira handbrake mo.

    2. Kung rear-wheel drive ang kotse mo, naka-handbrake and engaged to first gear ka mag park, ano gagawin nila? Hahatakin pa rin? Sira transmission kung ganun diba? Theoretically, the rear tires could not turn coz engaged ang rear wheels sa transmisison.

    What I usually do in case high-risk ang parking ko, I engage my hand brake, shift to 1st gear, then engage my transferase to 4L. Siguro hindi na ma tow siguro ang Vitara ko not unless they lift all 4 wheels off the ground??? What do you guys think?

    Below is a news article last May from the Inquirer about what Bayani Fernando has to say and intend to do about the whole thing. Unfortunately, I don't recall any followup story on this issue so who knows if he made good on his promise to rid the Metro of these carnappers/extortionists in the guise of tow trucks:

    ILLEGAL towing firms will soon be hauled off the streets of the metropolis, the Metropolitan Manila Development Authority warned Monday.

    Responding to a myriad of complaints, MMDA chairman Bayani Fernando said that unlicensed towing companies would also be charged with car theft for every vehicle they haul off.

    "Illegal towing is tantamount to carnapping (sic)," he said in his weekly press conference.

    Fernando said the operation of towing firms that are not registered with the MMDA is illegal.

    The crackdown includes those authorized by local governments but have no license from the MMDA, he said.

    Even tow trucks by the Philippine National Construction Corp., the firm that operates the North and South Luzon Expressways, should also secure permits from the MMDA, he added.

    The MMDA has accredited around 50 towing companies, said Angelito Vergel de Dios, the agency's Traffic Operations Center chief.

    Previous MMDA administrations left towing operations under the authority of local governments. Mayors then had sole control over the registration and conduct of towing firms in their respective areas.

    Two years ago, business establishments along EDSA in Malibay, Pasay City, complained about a towing firm terrorizing their customers.

    The so-called company, they said, hauled off vehicles, including those with drivers waiting inside with the engine on.

    Burly men threatened to hurt motorists whenever they refused to yield their vehicles, the complainants said.

    Guidelines

    The MMDA issued a set of guidelines to protect motorists from abusive towing firms.

    A towing company can never haul off a vehicle without first securing clearance from the MMDA Metrobase via its 136 hotline.

    The towing firm is required to inform the Metrobase about the vehicle's make and color, plate number, its driver's violation, towing fee, and the impounding area.

    MMDA personnel are instructed to be present in any towing operation and check with the Metrobase if the company is registered with the MMDA.

    A vehicle cannot be towed if its driver has already arrived and, more so, if the driver has been waiting inside.

    Firms that will be caught violating any of the guidelines will be charged with car theft.

    sir wiretap, I was thinking about the same thing...how could they get my ride towed?? so bale pabaliktad ang pagtow nila?? kasi rear wheel drive ako..teka how does the handbrake work ba? does it act on the four wheels? or depende? kung front wheel drive sa front yung handbrake kung rear wheel drive sa rear?? wala namang nasira sa ride ko...ata...handbrakes ang chineck ko kaagad agad nung pagkuha ko...eh pagpasok ko nakadisengage naman...hindi kaya pinapasok nila ang mga kotse???

    kaya bang i dis-engage ang handbrake from under? hindi kaya sila din yung may kagagawan ng pagsira ng transfer case support ng ride ko? baka lang...
