Given you have 2-foot metal pole extensions poking straight out behind the car's bumper, those can be considered driving & pedestrian hazards.

If I had a couple of feet of wooden 2x4's sticking out behind my car's trunk, I'll need to place some sort of "flag" or warning device to warn people & other drivers. Wouldn't that apply the same with an empty bike rack hooked at the rear of a car (with it's hangers in the ready position)?

I read somewhere (LTO handbook) that such flags are required if the overhang extends FOUR feet or a meter lenght. Less than that lenght hindi kailangan nga flag or marker.
