^ Normally, suspended police officers or those undergoing investigation are assigned in a "holding center," or an administrative department where they are effectively put on floating status.

Or, as in the case of those cops who botched the hostage situation in Pasay City years ago, they are sent for retraining (in Subic or some other place). It's a form of administrative punishment while their case is on-going.
