Parang they deputized officers (i.e. LGU TEs) are allowed to confiscate DLs.

Once in Pasay, tinitigilan ng MMDA yung brother ko, supposedly for swerving since he was not familiar with the area and the U-turn slots. Nilagpasan niya yung MMDA pero napansin niya na naka pwesto para hulihin siya ng Pasay buwaya ahead so he stopped for the MMDA instead. The MMDA let him off with a warning.

You want to see the exemption to the rule, it's in the intersection of Libertad & Taft. Cguro that's where they post newbies.
Beyond that place, lahat ng area of Pasay, you won't see their TE manning to aid the traffic but rather hiding and waiting for the kill.
really the most notorious among Metro Manila's TE.

They look for the most slight possible offense i.e. coding, paso rehistro, but the most moneymaking is 2 passengers in front and no seatbelts. Nakatayo lang yan sa center island ng edsa between libertad and taft, waiting for a kill.

^ that's the point! majority of them are just making money out of their so called "service to the people". and what are those officials/officers doing on this? NOTHING because they are also part of it.
