A lawyer told me that it's an SOP for the cops to file charges on everyone involved in an accident that results in serious injury and/or death, even if one's "involvement" is by happenstance. Then after the preliminary hearings are done, those without fault are then let go. I told him it's not cool and it's not fair... he said it's the Philippines.
