The SUV appeared to have timed the overtake and then left the scene in a hurry... probably laughing at the deed for the next several miles. Any sane motorist would've been aware that he splashed someone with that amount of puddle, along with the consciousness that he was actively overtaking someone on the left.
However way you slice it, the SUV knew what he was doing. It was a pure act of retribution.. Road rage. The incident could've put the tricycle driver and its passenger in harm's way.

"it's not the water. it's what's hidden under the water."
heavy, metallic objects, some with sharp edges, will gravitate to the lower parts of the road surface. i.e., kung nasan ang water puddles at lubak.
i'm not avoiding getting wet; i'm avoiding potential tyre puncture.
may kilala ako,
went thru the water puddle riding his bike.
there was a deep depression pala, hidden from view by the water puddle.

April 5th, 2024 11:29 AM #4606there is still in congress, a bill making possession of these manhole covers, punishable by law.
i have seen some instances, where the metal cast iron manhole cover, was welded in place, to avoid from being purloined.
if the 'hole needed servicing, they would un-weld it...
but i wonder, how long before that weld gives way, what with tyre traffic passing over it all the time...?
some years ago,
someone tried to replace these steal-able metal manhole covers, with wood.
well, these didn't last long, and succumbed to heavy traffic...
many years ago,
street asphalters asphalted the entire road surface, including the manhole covers!
"pano kung kailangang mag service nang manhole?"

"pano nyo malalaman kung saan maghuhukay?"
"pintahan po namin nang ekis ang aspalto."

decades ago,
passing in front of a big govt outdoor storage of sorts,
i espied cast iron rings of various heights.
"what are those?"
"manhole cover riser rings."
"why the differences in heights?"
"we would choose the appropriate height, to add to the manhole rings already in place, when the road is upgraded and the manhole opening becomes too deep relative to the road surface. we would mix and match, piling them up like coins, to get at the correct height."
"so why are many of our manhole covers below the road surface?"

Maybe if skyway is willing to to implement gates for all exit ramps regardless if the toll is already done.
