Afaik in the Tagkawayan video you can pass through a solid/broken line if the broken line is on your side IF the way is clear.
When in doubt I'll just wait for the next straight.

Don't expect the L300 van to handle like a car. It does not even have that much power to speak of to make a quick pass.
The van may not have seen the L300 when it was starting to pass. When he was already passing, he was in for a big surprise. He could have braked hard and slowed down.

Agree in most cases doc. But there are also some curves that are so wide and the terrain clear that you can clearly see hundreds of meters ahead and overtaking is possible when it is clear.
In the video clearly the line of sight was obstructed by the trees so those guys were really just rolling the dice.

It is common for normal drivers to slow down when approaching a curve or a corner. The thinking yet aggressive driver will capitalise on this to pounce on the slow driver and take the chance to pass right before making that turn on the corner.
As Randy Pobst would say, you need to have the power, skill, timing, and guts to execute a clean pass.
