Swerving is when you cross the solid white line.
I'm sure you've noticed that about 50m before intersections, the lane markings change from broken to solid lines. That means you are no longer allowed to change lanes, turn signals on or not. If you're turning right, then you're supposed to have queued up on the right lane at least 50m before the intersection itself. Turning in from the middle lane shouldn't be acceptable.
There's a lot of ignorance on the road here, not just on the enforcer's side but on many drivers' as well.
